I know that plateauing is a natural part of dieting. I’ve experienced it on every diet I’ve ever tried. But I’m into my third week. Is that a sign that I’m doing something wrong, or is that still normal?

Have you broken your plateau? sometimes it's not a sign that things are going wrong. I've seen people who were doing everything right on their diets - they even got confirmation from their doctors - and they went over a month and a half without losing a pound. At the same time, though, they were burning fat, building muscle and they were getting smaller around their middles.
Try paying attention to the way that you feel, how your clothes are fitting, and you might even use a tape measure to measure your waist, hips and thighs. I find measuring myself accurately to be really hard so you might want to get someone to help you with that.
Drink lots of water, too. It will help you to lose extra water weight if you're holding onto any.

When I first started my diet, I lost weight for one week and then went a month without seeing any difference. I think that it was just that my body was changing from fat to muscle so it wasn't registering on the scale. If you're not sure, talk to your doctor
