First thing in the morning is best. Get up and workout. It's a lot easier to stick to exercising the less you have to think about it. If you put it off for a later time in the day, you may find yourself making excuses that will prevent you from keeping up with your goals. I always find it's better to get things I don't want to do out of the way, first thing, that way I don't have to think about them for the rest of the day and I can feel good knowing I've already got something behind me. I find I'm more productive, too.

I think the best time is any time. If you work well with routines, then choose the time of the day that fits into your schedule and stick to it. If routines don't work for you, then exercise whenever it works for you. It doesn't matter if this means one day it's in the morning and next it is in the evening. What matter is that you are burning calories and moving your body. It also doesn't matter if you are doing the same exercises or not, especially when it comes to cardio.

I agree with madscientist. I think what matters isn't when you do the exercise but that you actually do it. So if you are someone who can do a routine, choose the time of the day that works best for you and stick to it. If you're not, just make sure you squeak it in somewhere. All that you want to avoid is falling into the habit of making excuses of why you can't exercise, which makes it easier for you to skip.

I like exercising in the evening. I find it is the perfect way to reduce stress and unwind. I think you just need to find the time that works best for you. If you're not sure, try different times of the day. Also, as has already been said, ultimately, what's most important is make sure you exercise at some point. Completing the action is more important than the schedule.
